Job Description

The Housing Manager is responsible for the planning, administration, management, delivery and evaluation of housing programs and services for the benefit of community members. This position is a full-time position, as outlined in the personnel policies of the organisation. The Housing Manager position is renewed on an annual basis subject to the completion of a performance review and adequate financial resources available to support the position. 

Preference will be given to qualified Indigenous applicants in accordance with Section 41 of the British Columbia Human Rights Code.

General Responsibilities  

The employee is expected to perform their duties and responsibilities to the best of their abilities, to use good judgement in the performance of these duties and to abide by the policies and regulations of Lhoosk’uz Dene Nation. The employee is also expected to:  

Housing Program Management

  • Accountable for the fiscal soundness and cost effectiveness of overall housing operations.
  • Develop strategic guidance and planning tools for the housing program, including developing the five-year strategic housing plan and the annual operations workplan.
  • Provide regular written housing activity and progress reports related to the annual workplan and matters of a material nature.
  • Maintain open communications with occupants to promote the fair and equitable application of housing policies and practice.
  • Monitor application of the housing policy/program and make policy revisions as necessary.
  • Oversee the implementation and maintenance of a housing records management system.
  • Ensure the timely issuing and processing of work orders, purchase orders, etc.
  • Develop and administer the annual housing budget, which includes a maintenance and renovation plan established in collaboration with the Housing Maintenance Manager.
  • Manage, monitor, and approve all housing expenditures in accordance with approved budgets and finance and spending policies.
  • Produce monthly year-to-date budget updates and address and/or report material variances as required to safeguard operational budget targets and practices.
  • Prepare reports for external agencies as required in accordance with external funding agreements to ensure an uninterrupted flow of project and program funding.
  • Ensure housing policy is understood by occupants and adhered to.
  • In consultation with an occupational therapist or other health professional, determine when home modifications are required to provide barrier-free safety features as may be required.
  • Liaise with and support the Housing Committee.
  • As requested, support the preparation of information, materials, and reports for Council meetings.
  • Ensure that property insurance is in place for all housing units and buildings.

Housing Staff Management

  • Provide leadership, direction, support and oversight to skilled housing staff and contractors, creating a work environment where employees are enabled to carry out their jobs to the best of their abilities. 
  • Develop and monitor individual work plans with all supervised staff as appropriate.
  • Manage trainee/apprenticeship activities for capacity building purposes, including project development, applying for funding and administration. 
  • Develop well trained, safety-oriented and committed employees. Conduct performance reviews and evaluations for all housing staff annually and as required.
  • Ensure the department’s productivity and performance standards are met.
  • Continuously strive to improve departmental operational efficiencies and work flows.
  • Protect the confidentiality of any occupant or employee information obtained while performing job duties.
  • Understand and follow human resources policies and workplace expectations through behaviours and actions aligned with the culture and values of Lhoosk’uz Dené Nation.

Relationship Management 

  • Be respectful and unbiased in carrying out work responsibilities as a service provider to the community. 
  • Maintain confidentiality in all Lhoosk’uz Dené Nation matters.
  • Demonstrate respectful behaviour and actions aligned with the values of the Lhoosk’uz Dené Nation.
  • Perform other duties and responsibilities as necessary in the performance of the position and as assigned by the Executive Director.

Other Requirements:

    • Follow all Lhoosk’uz Dené Nation policies and procedures.
    • Professional appearance suitable to the position.  
    • Maintain strict confidentiality relating to all Nation matters and its members.
    • Ability to successfully and periodically undergo an appropriate criminal records review and police record check is required.

Knowledge, Skills, and Abilities

  • Proven ability to maintain a high level of team productivity through effective leadership, direction, support and evaluation.
  • Intermediate oral and written communication skills for managing staff, working with occupants and other department and external stakeholders.
  • Demonstrated understanding of and commitment to safety in the workplace.

  • Knowledge of construction and safety legislation e.g., applicable building codes, fire codes, and occupational health and safety regulations.

  • Proficient in Microsoft Office applications (Outlook, Word, Excel).
  • High professional standards and integrity.
  • Ability to set professional boundaries, maintain confidentiality, and manage conflict.
  • Possess cultural awareness and sensitivity.
  • Demonstrate dedication to the role and to the Lhoosk’uz Dené community.
  • Understand and promote Lhoosk’uz Dené Nation’s culture, language, and values.

Education and Experience

  • Diploma or Degree in Property Management, Public or Business Administration.
  • Housing Professional designation is an asset.
  • 3+ years of direct related experience in First Nations housing environment.
  • Experience in contract tendering and management, construction administration, inspection, quality control, site safety, grant writing, cost estimating, and capital works planning.
  • Successful experience managing projects, budgets and staff.
  • Experience in maintenance management.
  • Related experience working in a First Nations community is preferred.
  • Valid Class 5 driver’s licence and clean abstract.
  • Must possess own vehicle for work purposes as required. 
  • Valid First Aid Certificate, CPR, and WHMIS Certificate or willingness to obtain.
  •  When on job sites, must wear Canadian Standards Association (CSA) approved personal protective equipment as required.
  •  Satisfactory criminal record check and vulnerable sector search.
  • An equivalent combination of related education and experience may be considered.
